Garage sales are a by-right accessory use in El Dorado County, meaning no permit is required as long as the sale stays within the standards of Section 130.40.220(E). The seller has to be a resident of the property: goods brought in from elsewhere for resale do not qualify, and everything offered must be used household items, wares, or merchandise rather than new inventory.

The frequency limit is tied to the address. A single-unit residential dwelling may hold up to four garage sales per calendar year, with each sale running no more than three days and the combined total not exceeding 12 sale-days in the year. A duplex, triplex, or other multi-unit residential property is allowed two garage sales per year for each legal dwelling unit on the lot, so a four-unit building could host up to eight sales annually spread across its units.

Sale activity cannot spill into the public right-of-way: streets, sidewalks, parkways, and alleys are off-limits for tables or merchandise. Advertising signs for the sale follow the same duration rule as other temporary outdoor retail signage in this chapter and Chapter 130.16 (Signs), and cannot be posted on utility poles, streetlights, traffic signs, or other structures within the right-of-way. Any garage sale that exceeds these standards, whether by running more sales than allowed or extending beyond the day limits, is reclassified as a temporary use and requires a Temporary Use Permit under Section 130.52.060 before it can proceed.
