Section 23-123 of the Code of Ordinances is the entire rule: 'A maximum of three (3) such sales may be held at one (1) residential property and/or family or household during any calendar year, for a duration not to exceed two (2) days.' That cap runs with both the property and the household, so a family that has already used its three sales at one address can't restart the count by hosting a fourth at a different residence within the city in the same calendar year. 'Garage sale,' as defined in Sec. 23-117, covers any sale or offering for sale of personal property by a person, family or household on residentially zoned property, so the same two-day, three-per-year limit applies whether it's called a garage sale, yard sale, moving sale or estate sale conducted by a resident rather than by court process.

Sales ordered by a court, such as an estate liquidation under court process, are excepted from the entire article under Sec. 23-118. Merchandise must stay on private property under Sec. 23-120, no business tax receipt is required under Sec. 23-119(b), and the police department can impose temporary parking controls under Sec. 23-122 if a sale creates congestion. Any violation, including exceeding the three-sale or two-day limits, is punished under Sec. 23-124 as provided in Sec. 1-6.
