An "individual location" is a residential structure with a unique physical address recognized by the City: a single-family detached dwelling, a single-family attached dwelling, a townhouse dwelling or one-half of a duplex. It does not include a multifamily dwelling or a live/work dwelling. Individual apartment addresses are not eligible for a permit. A permit can be issued to an entire apartment complex, but not to individual apartments, units or buildings, and the application must come from an authorized person responsible for managing the complex.

A violation is a Class C misdemeanor punishable by a fine not to exceed $500.00, and each calendar day a violation occurs is a separate violation. The City can also file suit to enjoin the violation, and no culpable mental state is required. A customer who attends an unpermitted sale without otherwise participating is not liable. Any officer or employee of the authorized department, or another City officer the City Manager designates, can enforce the article.
