Fresno requires a free garage sale permit obtained from the City Clerk before holding a sale. Properties are limited to three permitted sales per calendar year, each no longer than three consecutive days. Hours are 7:00 AM to 8:00 PM. Permit number must appear on all signs. Violations carry $100-$500 fines.
Fresno Municipal Code Chapter 9, Article 30 requires residents to obtain a garage sale permit from the City Clerk's office before holding any garage sale, yard sale, or estate sale. Permits are issued at no cost but must be applied for at least 24 hours in advance. Each residential property is limited to three permitted sales per calendar year, with each sale lasting no more than three consecutive days. Hours of operation are restricted to 7:00 AM through 8:00 PM.
The assigned permit number must be displayed prominently on every directional sign and on the sale itself. Signs may be placed on the seller's own property and on private property with the property owner's permission, but not on utility poles, traffic-control devices, street trees, or any public right-of-way. All signs must be removed within 24 hours of the sale ending. Only personal household items belonging to the resident or occupants may be sold β commercial resale, new merchandise, and consignment goods are prohibited.
Holding a garage sale without a permit is an infraction punishable by a fine of $100 for the first offense, $200 for the second within 12 months, and $500 for the third. Posting signs on public property is a separate infraction at $100 per sign plus removal costs. Exceeding the three-sale annual cap may result in permit denial for the following year.
