Built-in outdoor kitchens in Fresno require building, electrical, plumbing, and gas permits under FMC Chapter 11 (Building Regulations), which adopts the California Building Code, California Electrical Code, California Plumbing Code, and California Mechanical Code. Permits are issued by the Building & Safety Section of the Department of Planning and Development.
Under FMC Chapter 11, any new structural element, gas line, electrical circuit, or plumbing connection requires a separate permit and inspection. A typical built-in outdoor kitchen project triggers: (1) a building permit if a roof, pergola over 120 sf, or masonry counter is constructed; (2) an electrical permit for any 120V/240V hardwired circuit, GFCI-protected outlets, and lighting under the California Electrical Code; (3) a plumbing permit for hot/cold water supply, drain to sanitary sewer, and any gas line extension; and (4) a gas permit for natural-gas line extensions, which must be tested at 1.5x working pressure under CPC Β§1213. Portable propane grills sitting on an existing patio do not require permits. Setbacks from property lines for the outdoor structure itself follow the underlying zoning district (typically 5 ft side, 5-10 ft rear for accessory structures under FMC Ch. 15). Outdoor kitchens cannot encroach on utility easements. Connection of a sink drain to a graywater system requires compliance with the California Plumbing Code Chapter 15 (Alternate Water Sources).
Building without permits is enforced by Code Enforcement under FMC Chapter 10 and Building & Safety. Penalties include double permit fees as an investigation fee, stop-work orders, and required corrections or removal. Unpermitted gas lines pose a leak and explosion risk and must be inspected before use.
