Architectural review is a core function of nearly every Henderson HOA because master-planned communities like Anthem, Sun City Anthem, Green Valley Ranch, Seven Hills, and Inspirada have extensive design guidelines. Under NRS 116.31065, the board must adopt rules that are reasonable, enforced uniformly, and supported by a legitimate governance purpose. Architectural committees generally must respond to submittals within 60 days or the application may be deemed approved under many community CC and Rs. Homeowners retain the right to install solar energy systems under NRS 111.239, drought-tolerant xeriscaping under NRS 278.0208 (which prohibits HOA bans on water-efficient landscaping), and flag displays under NRS 116.320. Denials must be in writing with specific reasoning and an appeal path, and HOAs cannot deny applications based on arbitrary aesthetic preferences not found in adopted guidelines.
