All HOA boards in Henderson must comply with NRS 116.31083 which requires open board meetings, with limited exceptions for personnel matters, pending litigation, and contract negotiations. NRS 116.3108 requires at least one annual member meeting with proper notice mailed or delivered not less than 10 nor more than 60 days before the meeting. Board meeting notices must be posted in a conspicuous location at least 10 days in advance, and executive session minutes must be maintained separately. Owners have the right to attend, speak at designated comment periods, and record meetings. The Nevada Real Estate Division, Ombudsman for Common-Interest Communities, enforces compliance and accepts formal complaints. Henderson does not add its own HOA ordinances on top of state law because NRS 116 comprehensively preempts local regulation.
