HOA communities in Tuolumne County (Pine Mountain Lake, etc.) may require architectural review for exterior modifications. These are private CC&R requirements enforced by the HOA, not county regulations. The Davis-Stirling Act governs the process.
Several Tuolumne County communities have active HOAs with architectural review committees. Pine Mountain Lake Association has an Environmental Control Committee (ECC) with published Rules, Guidelines, and Construction Standards governing exterior modifications, new construction, paint colors, and landscaping within the development. Forest Meadows and other planned developments have similar provisions. These are private CC&R restrictions, not county ordinances. The Davis-Stirling Act (Civil Code §4765) requires HOAs to respond to architectural applications within 60 days or the request is deemed approved. County building permits are still required in addition to HOA approval.
