Operators should register with the county for food safety and complete the city's home occupation registration for zoning/business-license purposes.
Because state law preempts a local ban, Alameda cannot prohibit a compliant cottage food operation. However, operating without the county Environmental Health registration/permit, exceeding the sales cap, making non-approved foods, or violating the home-occupation standards can lead to county enforcement and city zoning citations.
