Idaho does not license cottage food. The Idaho Department of Health and Welfare and Central District Health treat home-kitchen foods sold direct-to-consumer as not routinely regulated or inspected, so long as the products are non-potentially-hazardous (shelf-stable) - breads, baked goods, jams, jellies, honey, dried fruits, granola, and similar items. Perishable/TCS foods (meat, dairy, cooked canned vegetables, acidified or pickled foods) are not allowed. Products must be labeled to identify the operation and state the food was made in a home kitchen not subject to regulation and inspection. Selling through third parties (stores, restaurants) requires a food-establishment permit.
Selling prohibited perishable foods or selling through non-direct channels without a permit can draw enforcement by the health district.
