ARS 36-136(H)(4)(g) and Arizona Department of Health Services rules establish a statewide cottage food program. Producers register with ADHS, complete a food handler course, and may sell baked goods, jams, dry mixes, and other shelf-stable items directly to consumers from home, at farmers markets, and online for in-state delivery. Products must carry a label disclosing home preparation and the producer's registration number. Cities cannot require additional health permits for compliant cottage food, though zoning rules on home occupations still apply.
Selling without registration, mislabeling, or producing prohibited foods (meat, dairy, canned low-acid goods) can result in ADHS enforcement and loss of cottage food status.
