Under Health and Safety Code Section 114365, a Class A cottage food operation must register with Sonoma County Environmental Health and submit a self-certification checklist, and is generally not subject to routine inspection. A Class B operation, which may also sell indirectly through shops and restaurants, must obtain a permit following an initial inspection and faces no more than one inspection per year. Only non-potentially-hazardous foods are allowed, products must carry compliant labels, and Government Code Section 51035 bars the county from prohibiting cottage food operations in residential dwellings. Operating a cottage food business without the required Class A registration or Class B permit is subject to enforcement by Sonoma County Environmental Health, the local enforcement agency under the California Retail Food Code.
