Rialto's home-occupation requirements (business license under RMC Ch. 5.04, home-occupation clearance under Title 18) apply, but cannot bar the use itself.
Operating without a CDPH-recognized CFO registration (Class A) or permit (Class B) is a Health & Safety Code violation; San Bernardino County DPH may issue cease-and-desist orders. Operating without a Rialto business license is a Title 5 municipal violation.
