Under the county Zoning Ordinance (Section 37.L), a home occupation may not generate substantial pedestrian or vehicular traffic beyond what a residential area normally sees, and any parking it requires must be provided on-site under the county's parking rules. Home occupations that create a substantial increase in traffic or on-street parking congestion are prohibited outright. Delivery trucks may not operate out of the residence as a function of the business. Walk-in retail is not a permitted home occupation. Kingman, Lake Havasu City, and Bullhead City set their own visit and parking limits inside city limits.
Substantial traffic or on-street parking congestion can trigger revocation of the home occupation permit by the Development Services Director, and a petition by 51 percent of owners within 300 feet can force a revocation hearing.
