Daly City prohibits customer or goods pickup and deliveries at a home business, bars employees from reporting to the house, limits traffic to no more than one additional vehicle per hour, and allows service occupations such as tutoring or tax preparation only one customer or student at a time.
DCMC Sec. 17.36.030(F) prohibits 'more than one additional vehicle per hour at the dwelling,' 'the use of more than one vehicle to conduct a home occupation,' commercial limousines, taxis, and on-call service vehicles, and 'customer or goods pickup and/or deliveries.' Sec. 17.36.030(B) provides that no one other than residents of the dwelling may conduct the work or report to work at the dwelling. Sec. 17.36.030(G) allows home occupations providing services such as alterations, dressmaking, tax preparation, and individual instruction to serve only one student or customer at a time, and music instruction is limited to nonamplified instruments. The planning division may further restrict hours of operation to minimize neighborhood impact (Sec. 17.36.030(H)). The single business vehicle cannot be longer than the driveway or have a payload over three-quarters of one ton, per the city's application acknowledgment.
Exceeding the traffic, customer, delivery, or vehicle limits violates the required conditions of DCMC Ch. 17.36 and can trigger immediate permit revocation (Sec. 17.36.060). Under Sec. 17.36.030(I), parking or storing prohibited vehicles on residential property or a public street in a residential district is a prima facie violation even without a home occupation license.
