Full Breakdown

Home daycares are regulated as home occupations under Title 10. Caring for 1-6 children is a permitted use by right in AG, RA, RS, RD, RML, RMH and RP zones. Caring for 7-12 children requires a conditional use permit in AG, RA, RS, RD and RML zones (still by-right in RMH and RP). Twelve children is the hard cap, and any of the operator's own children under age six count toward it. Daycare home occupations get one on-site paid employee, more than other home occupations are allowed, but still must file a signed compliance statement and pay a nonrefundable registration fee.

Violations & Fines

Violating the standards makes the operator guilty of a misdemeanor; two written neighbor complaints trigger city review and can lead to revocation of the home occupation permit.
