Pasco County Land Development Code Section 530.21 allows minor home occupations as a permitted accessory use in residential, agricultural, and manufactured-home districts, with a minor home occupation limited to 25 percent and a major home occupation to 30 percent of the dwelling's floor area. Major home occupations require a Special Exception in most non-manufactured-home districts.
Under LDC Section 530.21, a home occupation must be clearly incidental and secondary to the residential use, cause no change in the outside appearance of the building, and may not include outside display, storage, or use of land. A minor home occupation may occupy no more than 25 percent of the total floor area of the dwelling unit and any nondwelling accessory building (Section 530.21.D.1), while a major home occupation may occupy no more than 30 percent of the dwelling unit or one accessory building (Section 530.21.E.1). Table 530.21-1 lists which districts permit minor home occupations as-of-right (including A-C, AC-1, A-R, AR-1, AR-5, E-R, R-1, R-2, R-3, R-4, and the manufactured-home and multifamily districts) and which permit major home occupations only by Special Exception. No mechanical equipment beyond ordinary household use is allowed, and the use must not create nuisances extending beyond the dwelling.
Exceeding the floor-area limits, operating in a non-permitted district, or conducting outside storage or display is a code enforcement violation under the Land Development Code.
