073(C) of the Carver County Code of Ordinances sets standards for operating a business from a home in the "A" District. The stated intent is to let a business run from the home, including an attached garage, or use the home as a base of operations, provided the occupation stays secondary to the residential use of the home, land and accessory structures, and is conducted principally by family members living there. Permitted uses listed by name include offices, professional services, craft or trade, hair styling salon or barber, dog grooming, teaching, tutoring or counseling, repair work, and single truck owner-operators.

Thirteen numbered standards apply to all of them: no exterior alterations or change to the residential character of the home; no more than one non-family employee working on or reporting to the premises; no outdoor display of goods; no sale of stock-in-trade on the premises except goods produced there; off-street parking limited to three spaces outside the right-of-way; conformance with county operational standards; a three-client cap at any one time for professional services such as salons and dog grooming; repair limited to items sized for indoor work; no outside storage of business equipment; use of an accessory structure only for holding off-site equipment or storing goods produced on the premises, with a zoning-compliance certificate; sewage output limited to what a certified septic system (SSTS) can treat; and no more than one home-occupation vehicle stored on site. 073.
