Under the Marion County Rural Zone Code, a home occupation is a business run by a resident that stays secondary to the home's residential use. Rules vary by zone: an Acreage Residential (Chapter 17.128) or Single-Family Residential (Chapter 17.131) property may allow both Limited and Conditional Home Occupations, while resource zones (Exclusive Farm Use, Farm/Timber, Special Agriculture) permit only Conditional Use Home Occupations. Cities inside the county, such as Salem, Keizer, and Woodburn, apply their own municipal codes. You must obtain land-use and zoning approval from Marion County before starting a rural home business.
Operating without the necessary land-use and zoning approval can be turned over to County Code Enforcement, which can issue a $1,000 citation if violations are not corrected.
