970(4) sets general standards that apply cumulatively to every type: the business must stay clearly incidental to the residence, cause no visible exterior change to the property, keep noise, fumes, odor, dust, light and vibration undetectable at the property line, and limit commercial deliveries to one per day, Monday through Friday, with none on Saturday, Sunday or federal holidays. Subsection (2) bans mortuaries, live commercial entertainment, postal services, shooting ranges, coffee roasters, semitruck storage, self-service storage, auto body or heavy equipment repair, cannabis production or retail, and primary manufacturing of petroleum, rubber, plastics, chemicals or asbestos.

Violations & Fines
Operating a home-based business outside its approved type's limits, running a prohibited use, or violating the delivery or noise standards is a zoning violation under WCC Chapter 20.94: the county can issue a notice of violation and civil penalty of up to $1,000 for each day the violation continues, order a stop-work order carrying its own minimum daily penalty for noncompliance, and revoke the home-based business permit under § 20.94.070. The owner may request remission within 20 days of the penalty notice or appeal to the hearing examiner under § 20.94.060.
