Anoka County does not zone incorporated land; your city does. Coon Rapids allows a home occupation in your house, garage, or accessory structure only if it stays clearly accessory to residential use and doesn't change the home's character. It may be open to the public 7:00 a.m. to 9:00 p.m.
Under Minn. Stat. 462.357, Minnesota cities (not the county) regulate home businesses on incorporated land. Coon Rapids City Code Section 11-1210 permits a home occupation in the home, garage, or an accessory structure as long as it remains clearly accessory to the residential use and does not change the residence's character. It may be open to the public only between 7:00 a.m. and 9:00 p.m. Several uses are prohibited outright: retail sales except by appointment, repair of internal-combustion engines over 25 horsepower, body shops, raw metal fabrication and welding, ammunition manufacturing, and motor-vehicle repair, service or sale. No outdoor storage or display of business materials is allowed.
Operating a prohibited use or a business that disturbs neighbors with noise, odor, traffic, or outdoor storage is a zoning-code violation enforced by the Coon Rapids Planning Division (763-767-6430) through correction notices and citations.
