Mililani Town residents may run a home-based business under ROH Sec. 21-5.350, but the master-planned community's HOA rules often layer additional restrictions on top of city zoning.
The Land Use Ordinance allows home occupations in Mililani's residential districts when the activity is clearly incidental to the home. Only household members may be employed, outdoor storage is prohibited, and auto repair or painting is not allowed. Because Mililani Town and Mililani Mauka are governed by the Mililani Town Association and sub-community associations with CC&R-based rules, homeowners must comply with both the city ordinance and their HOA's restrictions on home businesses, which are often stricter. DPP enforces the LUO on a complaint basis, while HOAs handle covenant enforcement separately.
City violations may bring fines from DPP, and HOA covenant breaches can lead to separate association penalties and liens.
