Pearl City residents, including those adjacent to Pearl Harbor, may operate home occupations under ROH Sec. 21-5.350 only when the business is incidental and subordinate to residential use.
The Land Use Ordinance permits home occupations in Pearl City residential zones subject to standards designed to protect neighborhood character. Employees are limited to household members, except for narrow family child care allowances. Automobile repair, painting, and manufacturing are not allowed. Pearl City's mix of military-adjacent and plantation-era housing means many home-based businesses serve commuters and service members. The home occupation must not visibly change the dwelling, generate unusual noise, or cause commercial-scale deliveries. Military tenants in housing may also face separate installation rules on top of city zoning.
Unauthorized outdoor storage, non-family employees, or auto repair activity can trigger zoning enforcement actions and fines.
