LAMC Β§41.18, as rewritten by Ordinances 187127 and 187278 (2021), prohibits sitting, sleeping, lying, or storing property within set distances of fire hydrants, driveways, and entrances. Council-designated 500-foot zones near schools, parks, libraries, and shelters require posted signage before enforcement.
Citywide, Β§41.18(b) bars sitting, sleeping, or storing items within 2 feet of any fire hydrant, 5 feet of any operational driveway, and 10 feet of any operational loading dock or entrance. Subsection (c) authorizes 500-foot enforcement buffers around schools, day-care centers, parks, libraries, freeway underpasses, and shelters once each Council District passes a resolution and the City Council approves it. Posted signage with at least 14 days' notice and outreach offers must precede citation. Violations are infractions, escalating to misdemeanors after a written warning. Jones v. Los Angeles (9th Cir. 2006) still constrains enforcement when no shelter beds are available.
