Full Breakdown
Article IV, Sec. 14-60 through 14-67, adopted January 13, 2025 and amended May 1, 2025, prohibits camping and storing personal property on public property including parks, sidewalks, parking lots and other city-owned or city-controlled space. Sec. 14-63 bars occupying a "campsite" (defined in Sec. 14-61 to include bedding, sleeping bags, stoves or cooking facilities set up to maintain a temporary living space) on any sidewalk, street, alley, right-of-way, park, bench or under any bridge or viaduct. Sec. 14-64 allows immediate removal without notice where a campsite blocks safe use of a sidewalk or roadway, sits on private property, or involves a crime; personal property left behind is disposed of by the city.
Otherwise, the city must post a notice 48 hours in advance stating the removal date, warning that abandoned property may be discarded, and listing shelter and housing-service contacts, with translated versions available on request. Sec. 14-65 puts the department of inspectional services, parks commission, DPW, fire department and mayor's designee at the removal, tasked with providing resource information, picking up sharps, and clearing camping materials, with at least two city representatives present. Sec. 14-66 requires posted signage announcing the prohibition at locations the city selects.
Violations & Fines
Sec. 14-67 makes the 48-hour notice itself the written warning for a first offense. Any subsequent violation of Article IV is referred by the city for a criminal complaint rather than a further civil warning.
