Roswell, GA Homelessness & Encampment Rules: Encampment Sanitation (2026)

Section 8.5.4 of the Roswell Code of Ordinances defines 'camp' as using a public street, sidewalk, or park for private living accommodations: erecting tents, sleeping in one place for a substantial prolonged period, or regularly cooking meals. It is unlawful to camp or store personal property in any City of Roswell park, and unlawful to camp, sleep, store property, sit, or lie down on other public property so as to block building ingress or egress. No person may be arrested for violating the section until police give an oral or written warning to stop; only noncompliance after the warning is arrestable. The section also bars anyone but an owner, leaseholder, or invited occupant from camping on private property, and exempts routine conduct such as sidewalk cafe seating, parade watching, and waiting in an orderly ticket or bus line.
