It shall be unlawful for any person to enter or remain in or on a park or greenway except during those hours of operation that it is open to the general public. Parks and greenways shall be closed to the general public from dusk until dawn, unless: (1) The park or greenway is otherwise posted; (2) Prior written permission for the use of a park or greenway has been obtained from the director of parks and recreation; or (3) A person is participating in a city sponsored program.
