Voter-approved Measure L codified as Anaheim Municipal Code Chapter 1.05 requires hospitality businesses operating in the Anaheim Resort District that receive a city tax rebate or subsidy to pay employees a minimum living wage. The ordinance launched at $15/hour in January 2019, increased $1/hour annually through 2022 to $18/hour, then indexed to CPI thereafter. Disney and major resort hotels are the principal covered employers. Enforcement is private right of action: workers can sue for back wages, liquidated damages, and attorney fees. The measure passed with 54% voter approval in November 2018.
Workers may sue for unpaid wages, equal liquidated damages, attorney fees, and reinstatement; willful violations also trigger civil penalties enforced by the City Attorney.
