Under Section 51.4.B of the county's emergency management chapter, once the County Administrator declares a local emergency, the Board can authorize crews to remove debris and wreckage from a major disaster off public or private land, private roads, and even inside gated communities, without normal contracting formalities. The county can also authorize emergency-vehicle and debris-removal-agent access to private roads and gated communities to clear hazards, restore safe conditions, and support recovery.

Blocking or obstructing county-authorized debris crews, or emergency personnel acting under a declared emergency, is a violation under Sec. 51.10, enforceable as a noncriminal citation with escalating fines of $50/$100/$250.
