Gardens must comply with general property maintenance standards — they cannot create a public nuisance with overgrowth, attract vermin, or obstruct visibility at intersections. The Model Water Efficient Landscape Ordinance (MWELO) encourages drought-tolerant and food-producing plants in new landscapes. Raised beds do not require permits unless they involve permanent masonry structures. Community gardens are also supported through the city's Activating Vacant Lots program.
