HOAs in subdivisions may have deed restrictions governing front yard landscaping, but these are private covenants enforced through civil suits, not county ordinances. The Harris County AgriLife Extension Office supports urban agriculture and provides resources for home food production. Raised beds, container gardens, and in-ground gardens are all permitted. Property owners should ensure gardens do not obstruct public rights-of-way or create drainage issues.
