Collier County's landscaping code (LDC 4.06.05) limits artificial ground cover. Stone, gravel or any artificial ground cover may not be used for more than 20% of the landscaped area; the rest must be living grass, sod or native ground cover.
Collier County Land Development Code Section 4.06.05 governs ground cover in required landscaped areas. Living ground cover (grass, sod or native ground covers) must be installed to present a finished appearance with complete coverage, and stone, gravel or any artificial ground cover, which includes synthetic turf, is capped at no more than 20% of the landscaped area. The intent is to keep landscapes permeable and green rather than paved or plasticized. The rule primarily governs required landscaping on developed and commercial sites and buffers; homeowner front-yard installations should confirm compliance and check any HOA covenants, which often further limit or ban artificial turf.
Exceeding the 20% cap is a landscaping code violation caught at plan review or inspection; correction is required before approval. Code Enforcement can cite noncompliant installations.
