Riverside County, CA Landscaping Rules: Artificial Turf (2026)

Artificial turf (synthetic grass) is legal on residential parcels in unincorporated Riverside County and supported by Coachella Valley Water District, Eastern Municipal, and Western Municipal turf-removal rebate programs that often include synthetic options. California Civil Code §4735, as amended, prohibits HOAs from prohibiting or unreasonably restricting the use of artificial turf or other low-water-using plants as a replacement for turf. Installation must allow proper drainage and not divert runoff onto neighboring properties — typically a permeable base of crushed rock and drainage layer is required. In designated Specific Plan areas and scenic corridors, the county Planning Department or community associations may impose design standards (color, pile height, infill type). Artificial turf installed in the front yard should be of a realistic green color and well-maintained; worn or discolored turf can be cited as a property-maintenance nuisance under Ord. 725. In WUI fire zones, artificial turf within 5 feet of a structure may act as a combustible surface and defensible-space guidance (PRC 4291) suggests non-combustible alternatives in that zone.
