Riverside County, CA Landscaping Rules: Tree Removal & Heritage Trees (2026)

Unincorporated Riverside County has no general private-property tree-removal permit — a homeowner can remove ornamental and most native trees on their parcel without a permit unless a discretionary project (grading, subdivision, building expansion) is involved. When a discretionary permit is being processed, the Multi-Species Habitat Conservation Plan (MSHCP) covering Western Riverside County requires biological assessment for oak woodlands, riparian habitats, and designated conservation areas — removal may require mitigation or avoidance. California statewide protections apply to western Joshua trees under the Western Joshua Tree Conservation Act (2023), and desert native plants (ocotillo, barrel cactus, certain yuccas and palms) cannot be removed without a permit from the county Ag Commissioner and CDFW under the Desert Native Plant Act. Grading under Ord. 457 that removes trees usually triggers biological survey. In scenic highway corridors and in Idyllwild/Pine Cove, local design review may require replanting. Dead trees posing hazard can be removed without biological review, but in WUI areas Ord. 787 may actually require removal.
