Paradise, NV Landscaping Rules: Artificial Turf (2026)

Clark County Code Title 30 landscape standards allow artificial turf as a landscape surface in residential zones subject to material quality rules: UV-stabilized polyethylene or polypropylene with a minimum pile height of 1.5 inches, natural grass color (no blue, red, or neon), permeable backing with drainage rate of at least 30 inches per hour, and proper base preparation with compacted aggregate and weed barrier. SNWA Water Smart Landscapes rebate pays for qualifying turf conversions that swap live grass for approved artificial turf or desert landscaping; artificial turf alone qualifies in most years but the rebate rate is typically lower than for fully xeriscaped conversions. Assembly Bill 356 (2021) prohibits non-functional turf (live grass) at commercial, multi-family, and street-median sites in the Las Vegas Valley by the end of 2026, accelerating artificial turf and desert conversions. In single-family yards, artificial turf is not mandated but is a popular conversion choice. HOAs may regulate the aesthetic quality of artificial turf through architectural review but cannot outright prohibit it under NRS 116.330 preemption. The turf surface must be maintained: matted, faded, or torn turf can be cited as a maintenance nuisance under Title 14.55. Pet urine drainage and heat mitigation are practical concerns in the desert.
