North Las Vegas encourages desert landscaping under Southern Nevada Water Authority (SNWA) conservation programs. Synthetic or artificial turf is generally allowed in single-family residential front and rear yards under North Las Vegas Municipal Code Title 17 landscaping standards, provided installation meets drainage and quality requirements. However, SNWA Water Smart Landscapes rebates (paid by North Las Vegas Utilities customers) only reimburse conversion to living drought-tolerant plants, not artificial turf. Nevada Assembly Bill 356 (2021) prohibits using Colorado River water to irrigate non-functional ornamental turf at commercial, HOA common area, multi-family, and government properties starting January 1, 2027; single-family homes are exempt from this ban. HOAs in master-planned communities such as Aliante, Eldorado, and Tierra Vista may impose additional aesthetic standards, minimum pile height, infill type, or require approval through an architectural review committee before installation.
