North Las Vegas strongly supports native and drought-tolerant landscaping through the Southern Nevada Water Authority (SNWA) Water Smart Landscapes program, which pays rebates for converting grass turf to desert-adapted plantings (currently up to 3 dollars per square foot of turf removed, subject to program terms). Recommended Mojave natives include creosote, desert marigold, brittlebush, blackfoot daisy, Apache plume, desert willow (Chilopsis linearis), mesquite (velvet and screwbean), palo verde, and ocotillo. These thrive in NLV with minimal water once established. Nevada Assembly Bill 356 (2021) takes this further: it bans non-functional turf (ornamental grass in medians, commercial landscaping, HOA common areas, multifamily common areas) in the Las Vegas Valley, requiring removal by the end of 2026 or 2027 depending on the phase. Single-family residential turf in private backyards is not directly banned by AB 356 but is strongly discouraged and heavily rebated. NLV planning code supports this trend through desert-appropriate landscape requirements for new development under NLVMC Title 17. HOAs in Aliante and elsewhere have largely updated CCRs to permit desert landscaping in response to state law changes.
