F); ornamental grasses specifically bred to exceed ten inches are exempt. 020, the City Council or its designee may order the property owner to "clear weeds and noxious plant growth" to protect public health, safety and welfare, alongside repairing dangerous structures and clearing debris and refuse. 030 requires written notice mailed to the owner's address on the County real property records, identifying the parcel, describing the condition, setting an abatement deadline, and stating the owner's right to a hearing before the City Council's designee with appeal to North Las Vegas Justice Court, plus a warning of civil penalties accruing daily after the deadline.

040 makes the property owner liable for abatement costs, fines, penalties and fees even if someone else caused the violation, though the owner may recover those costs from the actual violator in court. 020 sets a first-offense civil citation at $250, a second citation for the same code section within two years at $500, and a residential civil penalty of up to $500 per day the violation continues (up to $1,000 per day for commercial property), plus a $500 abatement fee if the City has to do the clearing itself.
