There is no Collier County ordinance regulating residential backyard composting, so it is generally allowed on your own property, and UF/IFAS Collier County Extension actively promotes it to reduce yard waste. The limit comes from the general nuisance and litter provisions of the county Code Chapter 54: a compost pile or bin must be maintained so it does not create objectionable odor, attract rodents or vermin, or become an accumulation of litter or debris visible as blight. Keep piles contained and turned. Florida's Right to Farm Act (FS 823.14) additionally shields bona fide agricultural composting. Household garbage cannot be dumped or composted improperly.
