Caldwell, ID Landscaping Rules: Composting (2026)

Backyard composting is allowed in Caldwell, and the city's published code does not establish a permit requirement for residential compost piles. The governing limit is the nuisance code, Caldwell City Code Chapter 7, Article 11, which requires that exterior property be kept clean, safe, and sanitary and free of conditions that constitute a nuisance. In practice, a compost pile must be managed so it does not generate offensive odors, attract vermin, or become a debris/refuse nuisance; an unmanaged pile of decaying material could be cited as a nuisance and abated through the code-compliance process. For yard waste that residents don't compost, Caldwell's solid-waste service is provided by Republic Services, with residential rates set by trash-cart size (48-, 65-, and 95-gallon carts). Grass clippings and yard debris are accepted for collection in large paper bags, and the city runs seasonal collection of items such as leaves, grass clippings, and branches; specific pickup timing varies by neighborhood. The Canyon County Landfill is also available for self-haul of yard waste. Composting is therefore both legal and encouraged as a way to keep organic material out of the waste stream, subject only to keeping the operation tidy enough to stay clear of the nuisance standards.
