Caldwell regulates fence height through its zoning code (Section 10-02-07, Fencing Regulations), which applies in all zoning districts except the C-C City Center district, which has its own fencing rules. Along interior side and rear property lines, both open fencing and solid fencing may reach a maximum height of six feet (6'). The height drops where a fence runs along the side property line into the front yard: once a side-yard fence is within twenty feet (20') of the front property line, open fencing is limited to four feet (4') and solid fencing to three feet (3'). In the Steunenberg residential historic district, open front-yard fencing is limited to four feet (4'). No fencing over three feet (3') in height is allowed in any vision triangle at intersections and driveways, where unobstructed sightlines are required. Heights are measured from the ground on which the fence is placed. These are zoning standards, not the same as Idaho's agricultural "lawful fence" rule. Because the 2025 zoning rewrite reorganized Chapter 10, confirm the current subsection with the Planning and Zoning Division before building, especially near corners and arterial streets.
Fences exceeding height limits, or blocking a vision triangle, are zoning violations enforced by the Code Compliance Division. The owner may be ordered to lower or remove the fence. Citations can carry a fine of up to $300 per day and/or up to 30 days imprisonment for each day's offense.
