Caldwell, ID Fence Regulations: Material Restrictions (2026)

Section 10-02-07(3) splits prohibited fencing into two separate lists. The first bans electric, concertina, barbed and razor wire in every zoning district, but carves out three exceptions: livestock containment for horses or other permitted farm animals may use electric or barbed wire in any district; commercial and industrial zones may run electric, concertina, barbed or razor wire fencing as the top section only, starting at least six feet above grade, though that top-section allowance disappears along the front property line and within twenty feet of the front line on any lot fronting a minor or major arterial roadway; and public correctional or penal facilities are exempt outright regardless of zoning.

The second list bans specific junk materials from fencing use anywhere in the city: boxes, sheet or corrugated metal, broken or decaying wood, broken masonry blocks, sheets of plywood, cinder blocks, hubcaps, tires, and any other material the Community Development Director determines is unsightly. The code carves a narrow exception into the corrugated metal ban: decorative corrugated metal may be approved case by case under § 10-02-07(3)(D) if it does not face a public roadway and, in or next to a residential zone, has all exposed edges dressed so no sharp edges are exposed.
