Caldwell's City Code does not contain a stand-alone weight-based commercial-vehicle street-parking ban in its Parking Regulations article. Commercial vehicles are subject to the general improperly-parked rules (09-07-13), the 48-hour limit on trailers, downtown time and overnight limits (09-07-12), and designated loading/no-parking zones (09-07-09). Idaho Code 49-660 governs prohibited stopping and standing locations.
Unlike some larger cities, Caldwell's Title 9, Article 7 Parking Regulations do not appear to set a specific gross-vehicle-weight threshold or a blanket prohibition on parking commercial trucks on residential streets. Instead, commercial vehicles are regulated through the same generally applicable provisions that govern all vehicles. Under City Code 09-07-13 (Improperly Parked Vehicles Generally), trailers, including commercial trailers, may not be parked on the street except to load or unload, and then for no more than forty-eight (48) hours. Within the Downtown Parking District, commercial vehicles must obey the three- and four-hour time limits and the 2:00 a.m. to 5:00 a.m. overnight permit rule in 09-07-12, with only a thirty-minute loading exception. City Code 09-07-09 makes it unlawful to park against marked no-parking curbs or in posted loading and delivery zones. Because the city code lacks a dedicated residential commercial-parking weight limit, the controlling standard for where large vehicles may stop or stand is largely Idaho Code 49-660, which prohibits stopping, standing, or parking on sidewalks, in intersections, in crosswalks, within 15 feet of a fire hydrant, and in other specified places. Operators should verify zoning standards in Title 10 before parking or staging commercial equipment in residential districts.
Commercial vehicles violating the 48-hour trailer rule, downtown time/overnight limits, marked loading zones, or the Idaho Code 49-660 stopping prohibitions may be ticketed to the registered owner and, if obstructive, towed at the owner's expense.
