Caldwell, ID Parking Rules: Loading Zones (2026)

Caldwell City Code § 09-07-09(3) lets the Public Works Director authorize loading and delivery zones and requires signs marking each zone and stating the hours the restriction applies; the code caps that zone authorization at ten minutes and directs that a zone serve multiple businesses on a block rather than a single storefront. While the posted hours are in effect, no one may stand or park in the zone for any purpose other than loading or unloading persons or materials, and the stop itself may not exceed the time limit shown on the sign; if no time limit is posted, the default limit is 30 minutes.

The zones sit within the same Article 7 parking scheme as Caldwell's other on-street rules, so a vehicle that oversteps a loading zone limit is treated as an improperly parked vehicle under § 09-07-13: a parking officer may ticket it, tow it, or both, and the registered owner is presumed responsible if the operator cannot be identified. Fines for a first loading-zone violation, and enhanced fines for a second, third or later violation within 30 days of the first, are set by City Council resolution on the recommendation of the Chief of Police or the Community Development Director.

As of this code's currency date, § 09-07-09 carries a publisher's note that it was further amended by Ordinance 3710, passed October 6, 2025, with that amendment not yet incorporated into the codified text; the loading-zone rules quoted here reflect the version in force through Ordinance 3695 of June 2, 2025.
