Deer Park enforces grass height limits through Chapter 34 (Health and Sanitation) and its property maintenance standards. Grass, weeds, and vegetation on residential and commercial property may not exceed 12 inches in height. The city may abate violations by mowing at the owner's expense and placing a lien on the property if costs are not paid.
Deer Park requires property owners to maintain grass, weeds, and vegetation at a height not exceeding 12 inches on all occupied and unoccupied lots within the city. The ordinance applies to the entire lot including areas between the property line and the curb or street edge. When a violation is identified, Code Enforcement issues a written notice to the property owner or occupant giving a specified number of days to bring the property into compliance. If the owner fails to mow within the notice period, the city may contract the mowing and charge all costs to the property owner. Unpaid mowing charges become a lien against the property that accrues interest and may be collected through the same process as delinquent taxes. Repeat offenders with multiple violations in a 12-month period may receive shortened notice periods and escalated fines. The ordinance applies year-round, though enforcement is most active during the growing season from March through November. Vacant lots are subject to the same standards as occupied properties, and absentee owners remain responsible for maintenance. Properties with intentional native landscaping or wildflower meadows must still maintain the vegetation so it does not exceed height limits or appear abandoned. Code Enforcement can be reached at (281) 478-7243 to report overgrown properties.
First violation receives a written notice with a deadline to comply (typically 7-10 days). If the property is not mowed within the notice period, the city may mow at the owner's expense, with costs typically ranging from $150 to $500 depending on lot size. A lien may be placed on the property for unpaid abatement costs. Each day of continued violation after the notice period may constitute a separate offense with fines up to $500 per day in municipal court.
