Tomball's Code of Ordinances Chapter 34 (Health and Sanitation) establishes standards for vegetation maintenance on all residential and commercial properties. Grass, weeds, and rank vegetation must not exceed 12 inches in height. When a violation is identified through complaint or inspection, code enforcement issues a written notice giving the property owner 10 days to abate the condition. If the owner fails to comply, the city may hire a contractor to mow the property and assess the cost to the property owner. Unpaid mowing charges become a lien on the property that can be collected through legal proceedings. The ordinance applies to both occupied and vacant lots within city limits. Property owners are responsible for maintaining the area between the property line and the curb (right-of-way frontage). During spring and summer growing seasons, code enforcement increases patrols in residential neighborhoods.
