The Pasadena Code Enforcement Department enforces health, safety, housing, and sanitation ordinances. Overgrown grass and vegetation are addressed as nuisance conditions under Chapter 20 (Miscellaneous Provisions and Offenses). Properties with excessively tall grass, weeds, or unmaintained vegetation are subject to citation. If the property owner fails to comply after notice, the city may abate the nuisance (mow the property) and place a lien on the property for the abatement costs. Code Enforcement initiates inspections based on complaints or physical observations. In Pasadena's subtropical Gulf Coast climate, vegetation grows rapidly and requires regular maintenance.
