Dublin Municipal Code Chapter 5.70 does not set a numeric grass-height limit. Instead it prohibits owners from letting weeds and refuse accumulate, and lets the City Council declare overgrown weeds a public nuisance subject to abatement. Dublin regulates overgrown vegetation through its nuisance-abatement framework, not a fixed mowing height. Under DMC 5.70.020, no owner may permit weeds and/or refuse to remain or accumulate on their property, or on public sidewalks/streets between the property and the street centerline. The code does not state a specific inch count for grass; "weeds" instead carries the meaning in California Government Code Section 39561.5 (per DMC 5.70.010), which covers weeds that bear seeds of a downy or wingy nature, are a fire menace when dry, or are otherwise noxious or dangerous. When weeds grow on a property, the City Council may pass a resolution declaring them a public nuisance (DMC 5.70.030) and order abatement after notice and a hearing. Owners must destroy or remove the weeds, plus those on the abutting half of any adjacent street or alley. If the owner does not act, the City may enter the property and remove the vegetation by cutting, discing, chemical spraying, or other methods (DMC 5.70.060), and assess the cost as a special assessment collected on the next tax roll. Failure to remove declared weeds lets the City abate the nuisance and bill the owner; costs become a special assessment on the lots and lands, collected on the next property tax roll until paid (DMC 5.70.110).
