Rather than a numeric height standard, Jurupa Valley regulates overgrown grass through its hazardous vegetation program. Riverside County Ordinance No. 695 (as amended through 695.4), which the city adopted at incorporation and codified as JVMC Chapter 6.45 (Hazardous Vegetation), defines hazardous vegetation as vegetation that is flammable and endangers public safety, including seasonal and recurrent weeds, stubble, brush, dry leaves and tumbleweeds. Upon a Notice of Violation and Order to Abate from the County Fire Chief (the Riverside County Fire Department Hazard Reduction Office enforces the program for the city), owners of unimproved parcels must clear a 100-foot-wide strip at parcel boundaries adjacent to roadways and around structures on adjacent improved parcels; the Fire Chief may require more or less than 100 feet based on weather, fuel type, topography and environment. All tumbleweeds must be removed from the entire parcel. Where terrain cannot be disked or mowed, other removal methods may be required.
Failure to abate within 30 days of a Notice of Violation allows the city/county to clear the property and bill the owner, with abatement costs (plus administration fees and attorney fees) assessed as a special assessment lien against the parcel. Willful violations carry civil penalties up to $1,000 per day; criminal fines run $100 (first offense) to $1,000 and/or six months in jail for third offenses (JVMC 6.45.070).
