Jurupa Valley does not regulate trimming of trees on private property - the city treats overhanging branches and root damage as civil matters between neighbors. Street tree planting in new subdivisions is governed by JVMC Chapter 7.55.
The City of Jurupa Valley's official Code Enforcement FAQs state that a neighbor's tree hanging over your yard, or tree roots damaging your property, are civil matters between the property owners, not code enforcement issues. Trees blocking a stop sign, public sidewalk, street or alley should be reported to the Public Works Department at (951) 332-6464, and Southern California Edison - not the city - is responsible for trees growing into power lines. For new development, JVMC Chapter 7.55 (Street Trees) requires at least one street tree per parcel frontage in most new land divisions before final building inspection, with trees spaced at roughly 60-foot intervals, located at least 10 feet from driveways, and positioned so the crown will not encroach across property lines or into street rights-of-way at 15 years of age (Section 7.55.010). Separately, JVMC Chapter 6.40 declares accumulations of fruit-tree limbs, branches, prunings and stumps left more than 10 days a public nuisance.
There is no city penalty for trimming or not trimming trees on private property; disputes are resolved civilly. Developers who fail to plant required street trees cannot pass final building inspection and must post security under JVMC 7.55.020. Leaving fruit-tree trimmings to accumulate is a misdemeanor under JVMC 6.40.030, punishable by up to a $500 fine and/or up to six months in county jail.
