For private property, Jurupa Valley does not maintain a published 'heritage tree' list or a private-property tree-removal permit program comparable to coastal California cities; routine pruning and removal of trees on a homeowner's parcel generally do not require a city permit. However, new construction and substantial landscape installations of 500 sq ft or more (residential permitted projects) and 2,500 sq ft or more (non-permitted) trigger MWELO landscape-plan review, which may dictate tree species, mulch, and irrigation. Utility-corridor pruning is governed by California Public Utilities Commission General Order 95 (minimum line clearance), and fire-zone pruning is governed by PRC §4291 (10-foot vertical clearance from chimneys; ladder-fuel separation).
Unpermitted street-tree removal or damage can be cited as a Municipal Code violation under Ch. 7.55, with restitution typically calculated based on the appraised value of the removed tree using ISA (International Society of Arboriculture) standards. Damaging trees in the right-of-way during construction can also trigger Public Works enforcement under Title 13.
